Эффекты участия во внутрироссийской мобильности для молодых ученых и преподавателей
Аннотация
В условиях радикального сокращения международной мобильности российских ученых возрастает значимость внутрироссийских программ. Проведено исследование с целью оценить масштабы программ внутрироссийской академической мобильности, создать портрет заинтересованных в участии в таких программах и описать результаты такого участия на примере молодых кандидатов наук.
Исследование основано на результатах репрезентативных опросов российских преподавателей, ученых и выпускников аспирантуры, состоявшихся в рамках Мониторинга экономики образования в июне — октябре 2022 г., а также на материалах глубинных интервью с участниками программы российских постдоков, проведенных авторами в июне — сентябре 2022 г.
Установлено, что уровень внутрироссийской мобильности преподавателей и ученых невысок: только 3% из них проходили длительные стажировки внутри страны в 2019–2021 гг. и 3% выпускников аспирантуры участвовали в программах российских постдоков. Невысок и уровень потенциальной мобильности: треть российских преподавателей (30%) не готовы менять место жительства ради нового места работы.
Участники программ российских постдоков отмечают многочисленные положительные эффекты этих программ: существенный рост квалификации, формирование новых компетенций, расширение профессиональных связей. Тем не менее развитию внутрироссийской академической мобильности препятствует множество институциональных барьеров: закрытость академической среды и настороженное отношение к мобильности, отсутствие поддержки при переезде.
