Institutions of Quality in University Education: The Macro Level

Abstract

The article constitutes the first part of a broader discussion on the quality of university education in relation to the roles assumed by universities. The first part reviews approaches to defining quality and analyzes the results of university rankings as an element of quality assessment, viewed through the prism of how different university roles are reflected in these rankings. Based on a comparison of the quality of university and school education in Russia, the article formulates a hypothesis about risks of quality decline associated with the spread of AI technologies. The second part, planned for future publication, will examine approaches to the design of quality assurance systems in Russia and abroad and, drawing on the experience of the Faculty of Economics at Lomonosov Moscow State University, describe the principles underlying the construction of internal quality assurance systems.
